PRIME Research ForumDeath Penalty Is Torture: A Dialogue with the UN Special Rapporteur on extrajudicial, summary or arbitrary executions

The scope for permitting the death penalty, which deprives people of their lives, is steadily narrowing in the international community. While the death penalty has traditionally been discussed from the perspective of the right to life, the UN Special Rapporteur on extrajudicial, summary or arbitrary executions has investigated the situation in detail across different parts of the world. In June this year, the Special Rapporteur submitted a report to the UN Human Rights Council demonstrating that the death penalty inflicts severe physical and mental suffering amounting to “torture.” This lecture will focus on the findings of this report and provide an opportunity to deepen our understanding of the current state of the death penalty.

Since April 2021, he has served as the UN Special Rapporteur on extrajudicial, summary or arbitrary executions. A specialist in forensic medicine, he is an Adjunct Professor of Forensic Medicine at Monash University, a Visiting Senior Research Fellow at the Pozen Family Center for Human Rights at the University of Chicago, and a Visiting Professor at the University of Coimbra and the University of Milan. He has made significant contributions to the advancement of forensic medicine internationally from a human rights perspective.
